Toggle line comments is not very smart, it does not uncomment a selection with both commented and uncommented lines.

To reproduce:
1. Open random class with some lines.
2. Comment a few lines
3. Add blank line somewhere in the middle or uncomment a single line by hand
4. Press toggle comment lines

Solution:
Walk over the whole selection and check if the line starts with a comment and uncomment those lines.
