If item visibility is initially to false it is not hidden.  In our case it seems to always be on items that are inside an AbsoluteLayout.

This sounds like the same issue that was fixed for WinRT  on the latest 2.0.0 service release, but still exists on WP8.

e.g.

var buttonLayout = new AbsoluteLayout { HeightRequest=20, WidthRequest=20};

var box = new BoxView {HeightRequest=10,WidthRequest=10,Color= Color.Red};

box.IsVisible = false;

buttonLayout.Children.Add(box, new Point(0,0));

Since WP8 is no longer supported, can this be closed?
