Open a file for editing and then go to Edit > Preferences and select a new template.  Note that the currently open file does not get the selected template applied to it.

If I understand correctly, you expect editing the code formatter preferences to reformat the currently open file?

This would be unexpected behaviour for most users - altering preferences does not usually modify existing files. Also, many users may not want their files reformatted, the formatting of existing code might not be consistent and reformatting would confuse the VCS history.

Another problem, global code formatter preferences are actually a "policy", not a preference. This means that the settings in the preferences dialog only affect new solutions. Existing solution have the settings saved into the solution options, so that they are consistent between different people editing the solution. Note that you can created named policy sets using the policy editor and apply them to existing solution.

You probably should use "Edit->Format->Format Document".

No, not code formatter preferences.  I'm talking about the User Interface Visual Theme.  

I wanted a dark background with light foreground, so I changed the template to Aurora-Midnight and then clicked OK.  Everything changed colors for me, except for the open documents.  Those open documents should be updated to follow the visual theme.  

Doing so would not change the code at all.

That's already fixed.

Should work in the latest stable release as well.
