### Overview
Setting Picker.IsEnabled does not disable the Picker control on Windows Phone.


### Steps to Reproduce
1. Run attached solution on WP


### Actual Results
The Picker is still enabled and can be selected.


### Expected Results
The control is disabled.

It looks like that OnElementPropertyChanged is not invoked when IsEnabled is changed.

I have checked this issue with 2.2.0-pre2 and its working fine.

Hence closing this issue.
