A few API in Mono.Unix.Catalog and Posix need libintl, which we do not ship in XM 4.5

I added it to the blacklist in ProcessNativeLibrary so we don't warn for XM 4.5 (in every single XM 4.5 build ever).

We've shipped it more than a half a year with no complaints so far.
