Sample

### Description

The following sample app contains a special character, "í", that when displayed in a string, causes a scroll animation of the UIView not to display. The sample targets iPad.

### Note

I was not able to reproduce this issue in Swift

### Steps to Reproduce

1. Download sample
2. Run in XS against iOS Simulator
3. Note screen only displays "Hi Y'all"
4. Stop debug
5. Open AutoScrollFixed.cs
6. Comment out line 17
7. Uncomment line 18
8. Run again


### Expected Results

Animation should occur in step 2 the same as step 8

### Actual Results

Animation does not display in step 2, does display in step 8

The sample works if you set label1's Frame in a LayoutSubviews override instead of inside Draw.

This difference sounds like something in iOS behaving differently with certain characters (even though it works in a Swift sample - there is some other difference causing it to work there). If you still believe there's a bug in Xamarin.iOS, please attach your Swift sample so we can compare them.
