Test Project

## Description

Setting the IsEnabled property for a ListView has no effect on iOS .

## Steps to reproduce

1. Open the attached test project and launch iOS app to simulator or device. 

2. Click the "Disable ListView" button at the top.

3. Interact with the ListView.

Expected result: Interaction with the ListView will be disabled, no scrolling or selecting of items

Actual result: Can still scroll or select items in the list view. 


## Notes

Tested with Forms 1.4.4, 1.5.0, and 1.5.1-pre2. Issue occurred in all versions tested.
