actool errors come from actool, the Xcode Asset Catalog compiler.

No idea why you would get this error or if there's even anything we can do about it.

The error has nothing to do with the 48x48 icon. The error is saying that you did not set any appropriate icons.

Not all Watch icons are meant to go in the Watch App/Extension project(s).

You have to set the right ones.
