As discussed in IRC, the F# packages for Linux don't contain the $prefix/lib/mono/Reference Assemblies folder (while Mac does). The folder is created by the makefile here:

https://github.com/fsharp/fsharp/blob/92dc4a4988b5dfd54f600f2102beba8a127f44d7/src/fsharp/targets.make#L139

This makes F# builds targeting the portable profile fail because it can't find files like:

> HintPath /usr/lib/mono/xbuild/../Reference Assemblies/Microsoft/FSharp/.NETCore/3.259.3.1/FSharp.Core.dll does not exist.

@Jo thanks! Could we add this as a dependency of `fsharp` so people don't need to manually install it?
