Steps to reproduce : 

1. Create a new Unified API iPad project
2. Open the project properties
3. Go to the "Build" tab
4. Uncheck "Define DEBUG constant"
5. Save project
6. Recheck "Define DEBUG constant"
7. Save project
8. Unload project
9. Reload project and go see the "Conditional compilation symbols", they are duplicated

They now duplicate everytime you reload the project or restart visual studio

I have checked this issue with the help of test steps given in bug description and able to reproduce the reported behaviour.

Note : I am getting this issue for all iOS template projects (for both Unified and Classic API iPad/iPhone/Universal templates).

Fixed via PR to iOS (the bug is on their side): https://github.com/xamarin/xamarin-macios/pull/2430. Needs a CP and a bump on our side.
