This seems like a job for the runtime
I guess that's a reasonable request that the debugger should step over methods without symbols when "user code only" debugging is enabled. But when that option is disabled, it's perfectly valid to step into IL of options without symbols.
If you really want to stop the debugger stepping into things, there are a number of attributes you can use - DebuggerStepThroughAttribute, DebuggerNonUserCodeAttribute, DebuggerHiddenAttribute, DebuggerStepperBoundaryAttribute. Though I don't know whether sdb supports them. If it does, it would be nice to have an option to disable them.
I am fully aware of the options but none of them work with MD.
I filled relevant bugs some months ago, see #401 for instance
This works as expected in latests version of Mono/MD
