Missing a null reference check on CultureInfo.CreateCulture

Line 794. If "name" is null, a null reference is thrown due to the name.Length check.

True but name cannot be null in this context.

Hmmm...I hit it in a stack trace from an HTTP context. Let me see if I can find the stack trace...
