Android.Support.V4.App.FragmentManager.FindFragmentByTag is not generic. It should be made generic for parity with Android.App.FragmentManager.FindFragmentByTag which is generic.

I have checked this issue and observed that Android.Support.V4.App.FragmentManager.FindFragmentByTag is not generic  and Android.App.FragmentManager.FindFragmentByTag is generic.

Given how old this API is, it doesn't make sense to make a breaking change.
