### Description

The following sample app attempts to use a PropertyBinding, and that binding is not respected when applied to a child item

### Steps to Reproduce

1. Download the sample
2. Uncomment line 16 and 17 from App.cs
3. Comment out line 31
4. Run app

### Expected Results

App should have the height value represented on the button

The value is not represented

Height and Width should be bound OneWayToSource, but even with that the problem persists.

I was able to reproduce the original issue with Forms 1.4.4 where the height text indicated a value of "-1". 

However after updating to 2.3.3.180 the issue appears to be fixed and the height text displays "623" on my emulator.
