Comments in the file should be preserved because someone may choose to edit the AXML file partially by hand. Along those lines, when using an <include> element[1], the designer shows an exception instead of rendering the layout.

Fixed.
Comments are not preserved.
The include tag is now supported, although it only supports rendering, not in-place editing.
