I get this issue - Installation cannot proceed without completing activation. ERR17 - when I try to download and install the monotouch 5.0.4 software from my https://store.xamarin.com/account/products page.  I was a previous novell customer but have since migrated my account to xamarin and paid for an upgrade.

Hi Phillip,

This error usually means that the activation process failed.

Try moving the ~/Library/MonoTouch/License.v2 file to a new location and then installing MonoTouch 5.0.4

Does that work? It might be that the old Novell License file is causing problems.
