Controls in a Form with scrollbars are drawn *over* the scrollbars when they extend past the edge of the visible region. This also applies for mouse handling, meaning that the scrollbars become inaccessible. I've attached a small test program to demonstrate this. The handle to resize the window is still available, and making it slightly bigger shows parts of the scrollbars.
When run on Windows in .NET, the scrollbars show up as expected.
The code also is supposed to set AutoScrollPosition via ClientSize to scroll the scrollable region as far to the right and bottom as possible. It achieves this on Windows with .NET, but the bottom right corner ends up *over* the scrollbars on this Mac, suggesting ClientSize is also being wrongly calculated.
I'm running Mono 4.0.1 on OS X 10.9.5.
