var content = new StreamContent(new MemoryStream(Encoding.UTF8.GetBytes("Hello, World")));

The above line sets content.Headers.ContentLength in .NET but does not do the same in Mono.

This is because of the way headers are initialized - https://github.com/mono/mono/blob/master/mcs/class/System.Net.Http/System.Net.Http/HttpContent.cs#L72
In .net a delegate for computing the length is passed on to the constructor of HttpContentHeaders. https://github.com/mono/mono/blob/master/mcs/class/System.Net.Http/System.Net.Http.Headers/HttpContentHeaders.cs#L37

The bug is invalid. The ContentLength property is set in an indirect way.
