This includes the initial load. PullToRefresh works as expected, but after it completes the ListView content is scrolled so that the first item in the list is obscured or invisible. Android works correctly (untested on Windows).

I can't reproduce this, can you please provide a simple project that shows the issue.

We were not setting correctly ContentOffset.

I have checked this issue with attached sample project in comment #4 and its working fine with X.F 1.5.0-pre1.
