### Description

Setting the BackgroundImage property of a TabbedPage provides that image as the background of the child content pages for Windows Phone, however this behavior is not exhibited in iOS and Android

### Test Case

### Steps to Reproduce

1. Download test case
2. Deploy to iOS or Android Emulator 
3. Click between Page 1 and Page 2

### Expected Results

Both page 1 and page 2 should have a background image "Why So Serious" because this is being set at the TabbedPage. This is what occurs when ran on Windows Phone

### Actual Results

This is only set on page 2, as page 2 sets it explicitly

You should set the background on the content pages. Some platforms really do best with solid background pages.
