This is a regression as the same nuget binary used to work before. The exception is below:

dylan@ubuntu-server:/var/www/Code/dylannet/dylandotnet/nuget$ nuget pack *.nuspec
The composition produced a single composition error. The root cause is provided below. Review the CompositionException.Errors property for more detailed information.

1) Could not load type 'System.Collections.HashHelpers' from assembly 'mscorlib, Version=4.0.0.0, Culture=neutral, PublicKeyToken=b77a5c561934e089'.

Resulting in: An exception was thrown by the type initializer for NuGet.Commands.PackCommand

Resulting in: An exception occurred while trying to create an instance of type 'NuGet.Commands.PackCommand'.

Resulting in: Cannot activate part 'NuGet.Commands.PackCommand'.
Element: NuGet.Commands.PackCommand -->  NuGet.Commands.PackCommand -->  AssemblyCatalog (Assembly="NuGet, Version=2.8.50926.602, Culture=neutral, PublicKeyToken=null")

Resulting in: Cannot get export 'NuGet.ICommand (ContractName="NuGet.ICommand")' from part 'NuGet.Commands.PackCommand'.
Element: NuGet.ICommand (ContractName="NuGet.ICommand") -->  NuGet.Commands.PackCommand -->  AssemblyCatalog (Assembly="NuGet, Version=2.8.50926.602, Culture=neutral, PublicKeyToken=null")

Resulting in: Cannot set import 'NuGet.Program.Commands (ContractName="NuGet.ICommand")' on part 'NuGet.Program'.

I cannot reproduce the issue. It works with my sample nuspec

mono ~/Downloads/NuGet\ \(1\).exe pack a.nuspec
Attempting to build package from 'a.nuspec'.
Successfully created package 'PackageWithGacReferences.1.0.nupkg'.
