The Environment.GetFolderPath (SpecialFolder.UserProfile) API does not work on Mono. It should return the user's home directory on unix, and use GetUserProfileDirectory (or %USERPROFILE%) on Windows.

This is important because there is no other xplat way to get the user's home directory - Mono implements SpecialFolder.Personal as the home directory on unix - this isn't really correct, since on Windows's it's the user's Documents folder, which may be remapped. Of course, this behaviour can't really be changed now, but it would be useful to be able to use SpecialFolder.UserProfile going forwards.

The linux part is implemented, the windows part already seemed to work.
