this resolved bug and you do not yet see a matching new report.
1) Create a new Console project in MonoDevelop
2) declare a variable of type 'Action', this delegate is offered in the completion list and can be selected.
3) Try to invoke some methods on the delegate, none are offered.
'System.Action' exists in System.Core in .NET 3.5, as this assembly is not referenced automatically in .NET 3.5 projects, MonoDevelop should not offer 'System.Action' as a valid completion target as it simply does not exist.

Works for me in todays build.
Note that System.Action isn't defined in System.Core it's in mscorlib. There are some System.Action delegates defined in System.Core but not all.
