If I try to pass path with "#" character to XmlDocument.Load method it raises FileNotFoundException. It seems that path is trimmed.
Example in F# REPL:

It is because it is treated as file URL (where '#' is the fragment indicator). Now we are based on referencesource and it somehow deals with this '#', I cannot reproduce this anymore.
