Straight from the customer:

AbsoluteLayout.SetLayoutBounds does not set X, Y, Width and Height for the Image view on WinPhone. It does on iOS and Android. It still positions the image correctly but the read only properties of X, Y, Width and Height are not set, which means that you cannot query those properties to calculate other positions. Instead you need to use local variables or the like to cache the values. 

In the process of requesting a sample project, to help replicate.
