The error is occurring in Xamarin.Android.Common.target at line 675.

This is a new project first time I was trying to build it. That is all I can really tell you at this point.

We have checked and able to build it successfully.
Could you please provide us the test steps you followed. If possible please
attach a small complete project that demonstrates this behavior.

Also can you please add the logs from the following places?:
On XS IDE Log  Location: XS>Help> Open Log Directory> IDE.log file (with latest timestamp)

If using VS, 
IDE log: Location: C:\User\AppData\Local\Xamarin\Log\ 
(Devenev file with latest timestamp)
Android Trace log: Location: \AppData\Local\Xamarin\Log\XamarinAndroid

Hey guys,

I have the same problem. I only created project Mobile App - Xamarin.Forms (portable) in Xamarin Studio and during the build of Android App I gets the same error.

I use:

Xamarin Studio - Version 5.8.1 (build 8)
Xamarin Android - Version: 4.20.0 (Indie Edition)

All References are up to date.

I uploaded the IDE log.

So I just find out where was my issue.

I had my project in directory that had diacritics in name. This caused that the Xamarin Studio was unabled to find the referenced dll file as the path got messed up due to diacritics.

*** FIX ***
I renamed the folder and it works now.

*** SUGGESTION ***
I suggest to fix this issue and to support paths with diacritics if possible.

I got this message trying to build all 3 projects C:\Program Files (x86)\MSBuild\Xamarin\Android\Xamarin.Android.Common.targets(974,2): monodroid error XA0000: Unexpected error - Please file a bug report at http://bugzilla.xamarin.com. Reason: System.IO.FileNotFoundException: Could not load assembly 'PDG, Version=, Culture=neutral, PublicKeyToken='. Perhaps it doesn't exist in the Mono for Android profile?

It told me yo create a bug report so I am. The total text in the output window looked like this: 1>------ Rebuild All started: Project: PDG, Configuration: Debug Any CPU ------

Not that I was getting the message before the Input string was not in a correct format. error showed up, how ever I have not been getting the whole time I have been working on the solution. I don't know what caused it though, however as of yet I have not been able to get the project to build.

I am experiencing the same issue in my ANDROID solution resulting from  updating to s different version of Visual Studio & Xamarin.  

Microsoft Visual Studio Community 2015
Version 14.0.25123.00 Update 2
Microsoft .NET Framework
Version 4.6.01584

   Installed Version: Community

   Xamarin   4.1.0.530 (2e39740)
   Visual Studio extension for Xamarin.iOS and Xamarin.Android.

   Xamarin.Android   6.1.0.71 (4e27558)
   Visual Studio extension to enable development for Xamarin.Android.

   Xamarin.iOS   9.8.0.323 (39ebb77)
   Visual Studio extension to enable development for Xamarin.iOS.

What I experience is that 5 of the 6 projects in the solution compile, however, the final project in the solution fails with the System.IO.FileNotFoundException.  It appears that the output relics of the previous projects' compile are not appearing in the final project's \bin directory.  

Any guidance on this problem ?

Thank you for taking the time to submit this report. After reviewing the description of this bug, we believe it no longer affects the current version of Xamarin.Android. If you are still experiencing the issue after updating your packages, please reopen this report with an attached reproduction.

Additionally please ensure you try building your Core/PCL/Netstandard project first to ensure this doesn't happen.
