Current maintainers of DockPanelSuite blame the mono team for incompatibilities in Windows.Forms implementation.
I created a bug in this bugtracker to have a place to discuss issues in Windows.Forms. Please don't close this bug with "Won't fix" resolution (this would mean that we need a fork of mono for linux)
Although Mono's Windows Forms implementation has not been maintained by the core Mono team for many years, there are still several users actively contributing fixes. I'd recommend contributing instead of forking :)
Note that even if the relevant bugs are fixed, DockPanelSuite relies on P/Invoking native Win32 APIs which do not exist on Linux, so you would need to find some solution for that to make it work.
