Using the following code:
        <StackLayout
            HorizontalOptions = "Fill"
            VerticalOptions = "Start"
            BackgroundColor="Yellow">
            <TableView x:Name="notifyTable"
                       BackgroundColor="White"
                HorizontalOptions = "FillAndExpand"
                    VerticalOptions = "Start">
                <TableView.Root>
                    <TableSection Title="Notifications:" >
                        <SwitchCell Text = "Announcements" On="true"/>
                        <SwitchCell Text = "Targeted Messages" On="false"/>
                        <SwitchCell Text = "Message Center" On="true"/>
                    </TableSection>
                </TableView.Root>
            </TableView>
        </StackLayout>

in version 1.2.2 the table does not expand Vertically, in version 1.3.1 it does.  Since it is not set to expand, it shouldn't.

I have checked this issue with the help of code provide in bug description and observed that when we run the app table got expanded vertically. To reproduce this issue I have followed the step below : 

1. Create a Mobile App (Blank App (Xamarin.Forms Portable)).
2. Add a Xaml page (Forms Xaml Page) in PCL project.
3. Implement the code given in bug in .xaml file
4. Open the App.cs file of PCL project and call the Xaml page.
5. Run the app and observed that table got expanded vertically.

Set a HeightRequest on the table to the size you desire. The reason the table now has a different sizing mechanism is because it was previously highly inconsistent across platforms. It now is unified.
