Subsequent installation attempts of a support package that has since been manually uninstalled fail on the nexus 9. This workflow works for me on a few other devices.

Steps to reproduce:
1. Create and deploy a project that targets API 15 for example
2. Delete the api 15 support apk from the device
3. Try to deploy any sample targeting API 15 again.

The issue in my case is that the Application still shows up in the Downloaded section of the App manager, but it does not show up when listing packages or from a package manager broadcast. In other words:

`adb shell pm list packages` and PackageManager both agree that the Mono.Android.Platform.ApiLevel_15 package
isn't installed, so we install it. This fails with INSTALL_FAILED_ALREADY_EXISTS, which screws up everything else.
