Getting this error using mono 3.12, it works fine in windows/net4.5, so i guess it is bug in mono System.Xml or System.Web implementation.

I see there is an open mono branch to merge microsoft open source reference System.Xml into mono.

I am happy to test this again when merge is complete or during branch development as it uses 3rd party dll that is a wrapper for a soap service and cant upload a test case with the 3rd party dll

It is related to Bug 25843 but after upgrading to mono 3.12 the new error is this one. So I guess you can close the other one as i am not getting that error anymore.
