When I try to build an iOS Forms app in VS2013 I get thi error. I have included the targets file as an attachments:

I have tried to reproduce this issue but not able to reproduce this.

Could you please let us know if you are getting this issue with any specific
project.

If possible please provide a sample project that demonstrate this issue and Zip Xamarin Logs. You can get Zip Xamarin Logs in menu 'HELP'.

To reproduce the issue update the build server to the beta channel and Visual Studio to the Beta channel. Then try to run a new project which has a simple launch xcreen xib

The error will pop up when the build tries to process the xib

I have followed your instruction provided in comment 2 and open the monotouch sample 'AsyncDownloadImage' in VS 2013, run the project and got the build error 'Failed to load manifest for ibtool: Unrecognized property list format.'. Please refer the screencast : http://www.screencast.com/t/V4Y9YFOoXD

I have clean the project and re-run this project but not able to reproduce this error again.

@Ian, Could you please provide Zip Xamarin Logs and Mtb server log of Mac build host, so that developer can figure out what's going on from the stack trace.  You can get Zip Xamarin Logs in menu 'HELP' in VS and Mtb server log via 'Xamarin.iOS Build Host ->View Build Host Log...' on Mac build host as shown in screencast http://www.screencast.com/t/C4sHrAOftFA.

I have successfully run and debugged the attached solution (NoImageSource) without being able to repoduce this build issue. 

I have seen issues being resolved with cleaning the solution before building. 

Here is my environment config

The Xamarin Targets file was incorrect.

Here's the fix I applied to resolve why no resources were copied over:
