## Description

When trying to move and resize a view that is in a ScrollView, iOS designer changes placement/size seemingly arbitrarily.

IN the screen cast above, first you see me trying to move or resize a view in a ScrollView. Note that the view does not remain where placed, nor remain the same size after resizing. I then show editing a view when in another normal view. The same does not occur.

## Steps to reproduce

1. In Visual Studio 2013, open a new storyboard file in iOS Designer. 
2. Place a UIScrollView as the top level view.
3. Place a UIView as a sub view of the UIScrollView.
4. Move the UIView within the scroll view.
5. Resize the UIView in the UIScrollView.

Expected result: ScrollView should stay where placed and be sized as set.

Actual result: size or placement will change after ragging is completed. 

Feel free to try again but with a top level UIView instead of a top level UIScrollView and you will see iOS Designer behaving much better.
