I have checked this issue and observed thatL istView scrollable in a ScrollView in a Stacklayout.
I tried following steps to reproduce it.
1.Create a Xamarin form application.
2.Add a class(.cs) Demopage  and did some code in it as attachment 8429 [details].
3.Call Demopage in App.cs.
4.Run the application.

Let me know if I missed anything to reproduce it.?

Yes you are missing anything... 
Your example don't match my example-code in any wise... :-(

I have:
- implemented your example page in my app
- Then I have changed the code, so that my example code is matched
=> See attachment

Notes: I have changed the namespace and the name of the page - you have to re-change it for your needs.
Start page:
- Try to scroll one of the two List Views (I have added one)
   => You are not able to scroll it
- Scroll the whole page to top
 => The Button in the first StackLayout (I have added one) is "overscrolled"

and the (child)-scrollview can be scrolled over the (mother)-Stacklayout 

Complete:
We observed that ListView not scrollable in a ScrollView in a Stacklayout and that the (child)-scrollview can be scrolled over the (mother)-Stacklayout.

Can I please get a status update on this bug?  My main problem is the child stacklayout scrolling over the mother stacklayout...

I am cleaning out my filled bugs in Bugzilla, to help Xamarin by the clean-out-process to Bugzilla which - i think - is running right now.
If I see, that a filled bug don't exists anymore, I add a comment and set it to resolved myself.
As to this bug also other users have posted, I only post this message and don't set the state to resolved:
- The bug with the overlap is solved for me since a while.
- The problem with the not scrollable ListViews in a ScrollView seems to be
  a not-should-working-by-design of Xamarin.
=> Therefore, I have changed my whole app to use ListViews showed in in PopUp (XLabs) instead of show it directly in a ScrollView.
