When resolving the assembly references on a project during deployment, the resolver crashes with the following:

Internal error. Argument cannot be null.
Parameter name: source

This occurs because references to an assembly on disk have relative paths, and the resolver is expecting a full path. This doesn't happen on tests because all our projects have project references, which MD resolves to an assembly with a full path and therefore doesn't fail during deployment.
This only affects MD.
