In my AndroidManifest.xml:

<uses-sdk android:minSdkVersion="17"
            android:targetSdkVersion="19" />


However the project settings set all three Android versions to API Level 17.  If I change the target android version in the project settings drop down it always reverts back to 17.

Seems fixed at of Xamarin 3.5.
