Seems to be related to #21602, however this issue is now affecting the BuildApk task now that the issue with CheckDuplicateJavaLibraries has been fixed.

Repro:
1. Attempt to package SlidingMenuExample[1] on windows.

I have checked this issue and getting same behavior with XVS 3.5.21.0.

Regression Status : Regression, This issue is working fine with stable XVS 3.3.47

Fixed in monodroid/3ccd7ae8 and monodroid-4.16-series/98dc7782.
