I have checked this issue but not reproduce it.
I am able to create package

Here are my steps which I followed to create package :
1.Create a Xamarin form PCL Application.
2.Go to Right click of Android Application and Option/Android Build/ and Unchecked
  Used shared mono runtime.
3.checked Genrate one package(.apk) per Selected ABI and clicked on OK.
4.Go to Project option on above menu and clicked on Create Android packge.
5.Set Target Directory and click Ok.
