Steps:
Just run ViewCellPaddingWrappingBug page

Result:
Views inside horizontal layout are cut when wrapping occurs. See attached screenshot.

Code:
	public class ViewCellPaddingWrappingBug : ContentPage
	{
		ObservableCollection<string> collection = new ObservableCollection<string>();

		public ViewCellPaddingWrappingBug()
		{
			for (int i = 0; i < 100; i++)
			{
				collection.Add(string.Empty);
			}

			var list = new ListView() {
				HorizontalOptions = LayoutOptions.FillAndExpand,
				VerticalOptions = LayoutOptions.FillAndExpand,
				HasUnevenRows = true,
				ItemsSource = collection,
				ItemTemplate = new DataTemplate(typeof(ItemTemplate))
			};

			Content = list;
		}

		class ItemTemplate : ViewCell
		{
			public ItemTemplate()
			{
				var colorBox = new BoxView() {
					WidthRequest = 20,
					Color = Color.Accent
				};

				var text1 = new Label() {
					Font = Font.SystemFontOfSize(NamedSize.Large, FontAttributes.Bold),
					TextColor = Color.Accent,
					HorizontalOptions = LayoutOptions.FillAndExpand,
					Text = "ExampleLongText ExampleLongText ExampleLongText ExampleLongText ExampleLongText ExampleLongText ExampleLongText "
				};

				var text2 = new Label() {
					Font = Font.SystemFontOfSize(NamedSize.Small),
					HorizontalOptions = LayoutOptions.FillAndExpand,
					Text = "SomeText1"
				};

				var text3 = new Label() {
					Font = Font.SystemFontOfSize(NamedSize.Small),
					HorizontalOptions = LayoutOptions.End,
					Text = "THIS LABEL IS CUT"
				};

				var subLayout = new StackLayout() {
					Orientation = StackOrientation.Horizontal,
					HorizontalOptions = LayoutOptions.FillAndExpand,
					Spacing = 5,
					Children =
					{
						text2,
						text3,
					}
				};

				var layout = new StackLayout() {
					Orientation = StackOrientation.Vertical,
					HorizontalOptions = LayoutOptions.FillAndExpand,
					Spacing = 5,
					Children =
					{
						text1,
						subLayout
					}
				};

				View = new StackLayout() {
					Orientation = StackOrientation.Horizontal,
					HorizontalOptions = LayoutOptions.FillAndExpand,
					Padding = 5,
					Spacing = 5,
					Children =
					{
						colorBox,
						layout
					}
				};
			}
		}
	}
}

I have confirmed the layout issues are fixed in Xamarin.Forms 1.4.2 and the label is not cut off.
