Once the emulator is started, if I attach a device,it is not getting detected until I restart my vs 13.

Another bug is that many times , even if a perticular emulator is on, it asks for another emulator to open , even if one instance is open.

I have tried to reproduce this issue at my end but unable to reproduce. 
I have connected a device to VS while emulator is running, Device is detected by VS 2013 and no need to restart VS2013. When we re-run same application vs don't ask to start another emulator, it detect the emulator which is already running. This is the Screencast for the same :http://screencast.com/t/4ifulpkOWue5

please give your build information of XVS and also attach xamarin log( through Help-> Zip xamrin log). We may have to see if a developer can figure out what's going on from the stack trace.

I have tried to reproduce this issue at my end and able to reproduce it as per following steps.
Case 1 :
1. Create a template solution.
2. Launched emulator.
3. Now connect the device. It did not detect.

Case 2 :
1. Again followed Step 1 and 2.
3. Now, run the application. It asked to launch the emulator.
