Step to Reproduce:
1. Launch MonoDevelop.
2. Click on "Open the existing Solution" link.
3. Browse the "HelloM4A" application.
4. Build the application and select "Debug/Release" option under Active
5. Click on Run from the top menu bar and select API 14 from select device
Error "Error: Could not access the Package Manager. Is the system running?" display in Deploy to device tab when user run the application on API 14 at Debug/Release mode.
Error should not occur in running the application and application should deploy
on the emulator successfully.
On MAC System:
API 14:(Debug/Release): Error occurs stated "Error: Could not access the Package Manager. Is the system running?" when we run the app.

Now we are able to deploy application successfully on emulator API 14 without
