Step to Reproduce:

1. Launch MonoDevelop.
2. Click on "Open the existing Solution" link.
3. Browse the "GoogleMaps" application.
4. Build the application and select "Debug/Release" option under Active
Configuration.
5. Click on Run from the top menu bar and select API 10 from select device
window.

Actual Result:
Error "Failure [INSTALL_FAILED_MISSING_SHARED_LIBRARY]" display in Deploy to device tab when user run the application on API 10 at Debug/Release mode.

Expected Result:
Error should not occur in running the application and application should deploy
on the emulator successfully.

Error "Error: Could not access the Package Manager.  Is the system running? " displayed when user run the application on API 14 in Debug/Release mode.

The problem is that your emulator doesn't have the Google Maps native library. You need to use the Google APIs Android SDK Add-in; see the "Installing the Google APIs Android SDK add-on" section of:

As per the comments by Johnathan, when run this application "Google Maps" on google APIs, it runs successfully. Hence, closing this issue.
