Step to Reproduce:
1. Launch MonoDevelop.
2. Click on "Open the existing Solution" link.
3. Browse the "SkeltonApp" application.
4. Build the application and select "Debug" option under Active Configuration.
5. Click on Run from the top menu bar and select API 14 from select device window.

Actual Result:
Error "Error: Could not access the Package Manager.  Is the system running?" occurs in deploying SkeltonApp application on Emulator at API 14 in Debug Mode.

Expected Result:
Error should not occur in running the application and application should deploy on the emulator successfully.

"Failure [INSTALL_FAILED_OLDER_SDK]" error occurs when we run the application on API 7 in Debug Mode.

On MAC system:

API 14:

We run this application on MAC in API 4 in debug/release mode and get below error:

API 7:
"Failure [INSTALL_FAILED_OLDER_SDK]" error occurs when we run the application
on API 7 in Debug Mode.

MD 3.0 doesn't exist, you should not be running tests against it.

Today we have checked this issue on following builds :

VS 2010 / 2012
MFA 4.7.09001
XS 4.0.8(build 2)
Mono 3.0.11

Now we are able to deploy application successfully on emulator API 14 without
any error.

Hence closing this issue. Changing its status to verified.
