Project constructor test

Creating a new instance of Microsoft.Build.Evaluation.Project using the constructor Project (string projectFile) results in no project items being read from the project file - the Items property is empty.

Using the constructor which takes an xml reader Project (XmlReader xmlReader) works and the Project returned contains a non-empty Items collection.

Tested with Mono 3.4.0 (MonoFramework-MDK-3.4.0.188.macos10.xamarin.x86) on Mac.

Looking at the code initially it looked like the ProjectRootElement.Create (string path) was incorrect. This method does not read the full project file. However Mono's implementation has the same behaviour as Microsoft's .NET framework where it does not seem to return any of the child element information in the project file. Using ProjectRootElement.Create(XmlReader xmlReader) results in the entire project being read.

Test case is attached.
