Steps to reproduce:
1. Make sure Android SDK Tool version is below 22.6 like 22.3 or 19
2. Open VS.
3. Create or open any android application.
4. Open .axml file in layout.
Actual Result: Getting error dialog popup as mentioned in screencast: http://www.screencast.com/t/Sy1emwJZ when Android SDK tool version is below 22.6
Expected Result: User should warn to use latest Android SDK Tool if user is using out-of-date SDK tools.
Note: Using X.S 4.2.3(Build 60) this is working fine.
Regression Status: Using stable X.Android, Android Layout opens successfully when using SDK tool version below 22.6 like 22.3.

I am getting same error 'as shown in screencast with stable as well when SDK tool version is 19

I have checked this issue with following builds when SDK Tool version is 22.3
