this resolved bug and you do not yet see a matching new report.
The MS .NET flavor of NetworkCredential constructor defines SecureString overloads since .NET 4.0 whereas Mono does not.
A minimum program producing the error is

var credentials = new NetworkCredential("", new SecureString());
A workaround is to use object initializer syntax, and the properties to assign appropriate values with SecureString.
I looked at https://github.com/mono/mono/blob/master/mcs/class/System/System.Net/NetworkCredential.cs, and http://msdn.microsoft.com/en-us/library/System.Net.NetworkCredential.aspx. I came across this at https://github.com/fsharp/FSharp.Data/issues/158.
