A solution has two separate apps project (A and B).  
Selecting one project (A) as 'startup project' for deploying and debugging. 

Then pressing 'Debug' on the toolbar, builds and deploys both projects (A & B), even the one (B) that is not 'startup'. They are two separate apps without dependencies between each others.

Solution is configured for build and deploy for both apps.

Expected result: just the A project gets rebuilt and deployed

Instead: both projects get rebuilt and deployed

Last time I checked, yes, but don't know which version it was: I have up trying to make VS.ios work a while ago after it messed up my solution again. 
Is it solved for you ?

I have checked this Issue with latest stable builds and followed below steps
1. Create Project(Project 1)
2. Add another in same Solution(Project 2).
3. Set Project 1 as Startup project.
4. Click Start Debug button.

Only Project 1 deployed and launched.

5. Make Project 2 as startup project.
6. Click Start Debug button.

Only Project 2 deployed and launched.

X.iOS 8.4.0.15
VS 2013/2012/2010

@Andy, Are you still experiencing same Issue with latest stable builds?

Gave up on VS.iOS: messes up the solution, the project and at times VS itself
