When opening an ANSI encoded file the following error is received :The file 'filename.cs' could not be opened. Unable to load DLL 'libc': The specified module could not be found. (Exception from HRESULT: 0x8007007E).

However, if you manually specify the encoding in the File->Open dialogue box, the file will open normally.

This has been fixed and the fix will be in 2.8.1.

Do you mean 2.8.2? This was occurring in 2.8.1.
