Have no device selected in the dropdown (or be in the state before you show the toolbar)

This bug was targeted for a past milestone, moving to the next active non-hotfix milestone.

As per new changes, when devices are not appearing in dropdown and I run the application, I don't see this type of popup window now.

Checked with builds : XVS 3.11.666 + VS 2013 

So I am changing the status of this Issue to Resolved/Fixed.
