To repro:

1. Delete all cache files in C:\Users\<YourUserName>\AppData\Local\MonoDevelop-4.0\Cache\TempDownload
2. Open VS and the updater.
3. Click download button to start download the updates.
4. Cancel the download when one download is complete.
5. Open the updater and start download again

Result: The download process cannot be complete.

The issue in the original reproduce steps are fixed.

But I just find another way to reproduce this bug. 
Here is the screenshot:

Here is the step:
1. Delete all cache files in
C:\Users\<YourUserName>\AppData\Local\MonoDevelop-4.0\Cache\TempDownload
2. Open VS and the updater.
3. Click download button to start download the updates.
4. Cancel the download before the download is complete.
5. Open the updater and start download again
6. Cancel the download when one download is complete.
7. Open the updater and start download again.

Result: The download process cannot be complete.

Hence reopen this bug.

I was missing a check for "Downloaded" which cause the state above. Should be fixed this this build - https://wrench.internalx.com/Wrench/ViewLane.aspx?lane_id=753&host_id=63&revision_id=213989 - I would hope this is the last time :D.

Today we have checked this issue with following builds :

VS 2013
MTVS 1.8.294

Now user is able to start download again after click on cancel button. As mention in screencast.
