Steps to reproduce :
1. Create Portable class library project VS
2. Open Properties of project
3. Click 'Change' in target framework under Library options.
4. Pop up of 'Change in Target framework' will appear
5. Uncheck options like Xamarin.Android and Xamarin.iOS project.
6. Click on 'Ok' button.
7. Again click on Change button to open Target framework window

Actual Result : Observed that Xamarin.iOS and Xamarin.Android options are already checked. This is also happens in XS on Mac.

Expected Result: We are not sure what would be the expected result.

Note when you unselect Xamarin.iOS and Xamarin.Android, the dialog shows an info icon with a message saying that those frameworks will be selected automatically. And then they are :)

It's a somewhat strange UI but it's part of VS, we can't change it.
